This is the advanced battle field mortarman skill.  With this
skill, you will now have the ability to build and dismantle
mortar equipment.  You must first have the Artillery I skill 
to to obtain this skill.  Additional abilities are:

   *Build Mortar Weapon (useskill buildmortar)
   *Dismantle Mortar Weapon (useskill dismantle)
